a tight spot near a school and a small child is seriously injured. that's the top story. good afternoon. i'm tori campbell. we're closely following an accident this morning in san francisco's polk gulch neighborhood where a child was hit by a car. the young girl who was with her mother at the time is now at the hospital. ktvu's alex savidge is live

with more. good afternoon, alex. >> reporter: good afternoon, tori. the little girl is expected to survive. she was walking with her mother. they were between parked cars. the little girl suffered serious injuries in the crash. it happened around 8:00 a.m. the driver of the car stopped, cooperated with police and was not cited. the district says the little girl is a kindergartener at redding elementary school here in san francisco. her mom, by the way, i was not hurt in this accident. the school does have a crossing guard on the front side of the building during the morning time but they don't have one that helps kids cross the alleyway where the accident happened. at least during the morning time, one parent we talked to, says that's a real problem. >> i have two daughters, 6 and 2, and i actually don't go to the back alleyway because it's unsafe or i believe it's unsafe

because there's no way for my daughter to get across the street and sometimes as a parent, i'm kind of running late. >> reporter: that parent we talked to this morning believes the school should have a crossing guard in this alleyway behind this school in the morning time. we shot video this morning of a nearby school in san francisco with a similar setup. a district representative told me after this accident they will be looking at whatever they can to make sure that the students at redding school stay safe. alex savidge, ktvu channel 2 news. >> thank you, alex. the national weather service just issued a wind advisory for the whole bay area. you are looking at live pictures of the bay bridge. you can see a few white caps there. the chp issued warning for the bay bridge, 1:00 a.m. and other bridges at 5:00 a.m. some were out exercising at

lake merritt despite the blustery weather. >> it's cold and windy. >> it's windy. >> my ears can't take it. that's why i have on -- to protect my ears. >> gusty winds were stirring things up a few hours ago at jack london square and that kept flags flapping. some gusts could reach 50 miles an hour. and that is going to be the talk of the afternoon, the winds. they are expect to go stronger for the second half of the day. currently the winds are blowing 25 to 30 miles an hour and fairly widespread. take a lack at what's happening there. santa rosa, 25 miles per hour, san francisco reporting 30. 25 over to mountain view, down into san jose, 23 and up above a thousand feet i'm even seeing a 35-mile-per-hour gust. tori just mentioned a wind advisory went into place just moments ago and will last until midnight tonight.

it's for the bay area coast and mountains. we're looking at gusts to strengthen to 50. maybe 55 miles per hour. it looks like the strongest winds will blow between 1:00 and 6:00 this afternoon. that means it could be a tough ride on the way home for the evening commute. we'll take a look at your numbers expected for today. it's gonna be a cool one. we'll talk more about the wind coming up. a pinole house fire this morning has turned into a criminal investigation. firefighters were called to a burning home on ramona street around 4:30. but after they knocked down the flames. firefighters noticed a marijuana-growing operation. they found at least 300 marijuana plants in several rooms along with a lot of lights and equipment. the home appeared to be vacant but a next door neighbor says people acting very suspiciously were living there not too long ago. >> when they first moved in, it was -- i never even saw their faces. they would drive in very quietly and you never saw them. they were really sneaky about

it. police are trying to determine who owns the home. they believe the cause of the fire was electrical. probable due to to all of the -- to all of the lights. stocks suffered their biggest loss of the year after a selloff in european and the greek debt crisis. there's also concerns about a recession in europe and china. some investors believe the rally from the u.s. stocks has come too far too fast. taking a live look at the big board. the dow, it's not closed down more than 100 points this year. right now you can see it's down 2134 at 12,7 -- 213, at 12,749. all are down over 1.5%. holding his first news conference of the year, president obama said that he believes there's still opportunity to use diplomacy in instead of military force to halt iran's nuclear ambitions. the president stressed that the u.s. needs to take a careful,

sober approach toward the nuclear approach and that iran has stated it is willing to return to the negotiation table. mr. obama also said it's important to remember that the greatest cost of war is carried by the american men and women in uniform and their families. sometimes we bear that cost but we think it through. we don't play politics with it. when we have in the past, when we haven't thought it through, and -- and it gets wrapped up in politics. we make mistakes. >> the president also addressed the violence in syria, calling it heartbreaking but he said that n lateral action 0 against -- but he said that n lateral action in that -- unilateral action in that country would be a mistake. today is super tuesday and we'll have a report on voting and last-minute campaigning in

news. >> thank you, allie. about an hour ago, an heamed county -- an alameda county judge ruled that he will block a report in the pepper spray incident. >> it's this order of the court that the report not be released. >> a representative for california stated it opposed the judge's decision. a traffic force veag the november 18th incident was set to release its findings and recommendations today but it decided to delay the move after learning that the uc police officers union was seeking a court order to halt the release. the attorney involved said the officers do not want their names published in the report. a full hearing on whether to make the order permanent is scheduled for next sphwhoock a judge ordered 100 more perspective jurors in the jury

pool today in the domestic violence trial for the sheriff. the judge ruled one of mirkarimi's girlfriends can take the witness stand. she claims that he physically abissed her during their re-- abused her during their relationship four years ago. the sheriff's lead attorney has asked the judge to move the trial out of san francisco. the judge is considering that change of venue. mirkarimi has pled not guilty to the new year's eve incident. good samaritans swing into action to help a bay area driver involved in a bad condition. and rosemary is back on the winds and any other changes you can expect. i think it's good to know where they are, especially when you are walking your dogs. >> people from the bay area learn how to deal with these animals. two good samaritans saved a man from a burning car in sunnyvale. police say the driver reportedly swerved to avoid hitting a car last night at hollandback. he hit a tree. his car burst into flames. the witness said the man was frantically trying to get out of the car when two people rushed from to help. no one was hurt. today is a big day for the

republican presidential candidates as voters in ten states go to the polls. up for grab, more than 400 delegates. jennifer davis has a report on where the candidates stand now. >> reporter: newt gingrich is predicting a big win in his home state of georgia, which has the most delegates up for grabs. gingrich says himself that winning georgia is vite tool his campaign. he spent a majority of his time over the last few weeks campaigning there. >> said i was the brewer -- bruce willis cake acter -- character. >> reporter: mitt romney is tied with rick santorum in ohio. >> it's gut-check time. who wants it the most? what do you say? [ cheers ] >> reporter: rom nip has been -- romney has been riding a wave of victories. on saturday he pick up the win in washington and he's expected to win in vermont and his home state of massachusetts.

>> this really is a -- it's a critical time for the country. it's not just about names on the ballot. it's an election about the course for america. >> reporter: ron paul has yet to win a single state so far but that could change today. he's been courting the moderate vote in alaska and idaho. >> a lot of people, whoever they favor, hope this wraps up within the next month or so because president obama is not getting a challenge. >> reporter: not all candidates are competing in all states. in virginia, newt gingrich and mitt romney failed to get the required amount to be on the ballot. back to you. an overnight chase injured a crash in san francisco's bayview district. it happened at 11:00 last night near hudson. police say they were going after a driver who crashed into a car.

no word on that driver's condition. police arrested one near the crash scene and are still looking for the other man. authorities caught up with the 16-year-old involved in a chase. fairfield police called off their pursuit because they say the teenager was driving erratically, with speeds up to 90 miles an hour. with the help of the highway patrol, he finally stop and surrendered. police say the car was stolen. petaluma police have arrested two teenagers suspected of vandalizing a junior high school. police believe the 14-year-old and 15-year-old boys spray painted racist and gang slurs at the high school. the boys were arrested at the homes where officers say they found evidence the two were

involved in the vandalism. police believe both boys now attend other schools. the west contra costa school district hopes to add to the reward for information leading to whoever vandalized a school. last month, someone shattered nearly 30 windows and damaged a multi-purr pots room. the damages could take $500,000 to repair. the west contra costa superintendent is recommending that the school board approve the $10,000 offer at a meeting tomorrow. that would bring the reward total to more than $22,000. today san rafael officials will start researching a possible ban on styrofoam bags. the proposal was put on hold after the plastics industry sued. the judge ruled that the environment report did not need to be completed but the plastic industry is apiling that decision -- appealing that decision. last night, the city council

decided to move ahead despite the ongoing legal action. mayor ed lee announced his new invest in neighborhood programs. the knickstive would provide -- initiative would provide city services to spruce up corridors. >> this corridor along san bruno spempianced an 8% -- experienced an 8% increase in sales tax just because the people believed in this neighborhood and continue to come in here, not only for the coffee shops and the different clubs, the different activities. >> the new initiative will partner city employees with neighborhood leaders to evaluate their districts and map out a plan for improvements.

your forecast for today will be marked by strong winds and those gusts strong enough to topple trees, maybe power lines. so it's goeg be a very -- going to be a very gusty, cool day with the strongest winds on their way. you can see the white caps on the water. across the bridges, we have advisories in place. take a look at the winds right now in and around san francisco, 32 miles per hoyer coming in from the west. that means if you are crossing the golden gate that wind is pushing right against you. winds are very widespread anywhere from 20 to 30 miles an hour, gusting stronger in some areas like hayward reporting 37- mile-per-hour gusts at this time. northwesterly breeze in oakland to about 18 miles per hour and that wind coming from this direction is gonna impact the bay bridge, it will impact the richmond/san rafael. so driving those bridges today could be an issue and the strongest winds could be with us for the afternoon and evening drive. your satellite radar, we saw a

the dow on track for its worse single day to climb 2012 today. due mainly to concerns about the debt greek crisis and some action in the gold markets also

cause for concern. gold right now is about 2% to a six-month low trading at 1,672. the dow, you can see it's down 210. the nasdaq is down 42. s&p down 22. all markets down about 1.5%. tax pay -- taxpayers who mayed $125 million for a new carpool lane may have to pay to rip it up and move it. we're talking about the eastbound carpool lane on interstate 580 between pleasanton an livermore. according to the bay citizen, if current plans for a b.a.r.t. extension go through, the carpool lanes on both sides of 580 will have to go to make room for train tracks and areas for this. it's still not clear when the extension will happen. in a first of its kind report, the the -- the city
